hen the opposition to this ill first

developed, it was based mainly on the fear

that it would be used as a precedent for

legislation in China. r Swire, in a discussion

with me, affected not to fear that the pro-

visions would be used harshly in ong kong,

but insisted that similar provisions in

Chinese law could and would be used to destroy

foreign trade and capital.

It has subsequently become evident that

there is strong opposition to the grant of

such wide powers even in ong kong.
